How the review works
- Every qualifying clause is listed against the proof you hold, or the proof you are missing
- Ambiguous clauses are turned into written pre-bid queries and submitted before the deadline for them
- Where a gap cannot be closed in time, we say so — a wasted EMD helps nobody
The output is a short note: bid, bid with conditions, or skip.
